Angola: the rules of the game of the tender
The National Agency for Petroleum, Natural Gas and Biofuels of Angola (ANPG) has announced the terms of reference, bidding rules and qualification criteria of its 2019 bid round, starting the countdown to a Tuesday, November 12, 2019, deadline for operators and interested parties wishing to bid on the 10 frontier blocks located in the Namibe and Benguela basins.
The announcement follows a series of promotional presentations in Luanda, Houston, London and Dubai held last month, which drew more than 500 industry representatives.
Global business information provider IHS Markit hosted the 2019 Bidding Round Roadshows for ANPG, and has hosted previous ones in 2005, and 2007-2008, which led to the largest signing bonuses on record for individual blocks. The nine blocks on offer in the Namibe basin include—11, 12, 13, 27, 28, 29, 41, 42 and 43.
The single block on offer in the Benguela Basin is block 10. All are considered frontier and currently have no hydrocarbon production.
